Non-residents having the individual identification number (IIN), i.e., receiving income from sources in the Republic of Kazakhstan and having the registration certificate for foreigners are entitled to apply for a digital signature in the national certifying center (further — NCC) the link:

Thus, employees of the company who are non-residents and having IIN can work in the Electronic Procurement Information System, having received an EDS in the NCC.
Non-residents who do not have IIN or are located outside the Republic of Kazakhstan in order to work in the Electronic Procurement Information System should apply from April 1, 2013 to the Certification Center of LLP NIL Gamma Technology.
